The Ministry required a leadership development framework that could reach across its entire institutional structure. From ministry headquarters staff to school principals and vice principals territory-wide, the need was clear: a unified approach to leadership that would produce lasting cultural transformation rather than short-term behavioural compliance.
Previous training initiatives had produced engagement without permanence. The Ministry needed something deeper. Something that would address the identity from which leadership flows, not merely the behaviours it produces.
Colin Gunthrope was retained to architect and deliver a Covenant Leadership programme spanning the full ministry ecosystem. The engagement was designed to reach every level of institutional leadership: ministry headquarters staff, the complete cohort of school principals, and vice principals across the British Virgin Islands.
The programme was built on the Contract vs. Covenant framework, addressing identity-level leadership rather than behavioural compliance. Participants were introduced to the Covenant Leadership methodology, equipping them to lead from a place of identity rather than performance.
Ministry leadership has reported significant enthusiasm and renewed directional clarity among both staff and principals as the engagement continues. The programme remains active, with ongoing phases designed to embed covenant culture into the ministry's operational DNA.
